When MTSS behavior isn’t working, the answer usually isn’t “more layers”—it’s stronger foundations. The MTSS Behavior Systems Check is a structured conversation tool districts and schools can use to step back from individual cases and examine overall Tier 1 health, tier alignment, intervention design, data use, and implementation systems. It’s designed to surface patterns, clarify what’s straining the system, and identify the next best system-level priorities.

  • Conversation-first (not an audit): prompts teams to discuss patterns and gaps without scoring or evaluating people.

  • Whole-system MTSS behavior focus: checks Tier 1 foundations, tier alignment, intervention effectiveness, and implementation capacity.

  • Action-oriented outputs: captures team insights, system decisions, and 1–2 clear next steps to strengthen consistency and sustainability.
